Hipsher’s withdrawal primarily clears the best way for state Sen. Merrill Piepkorn, of Fargo, to clinch the Democratic nod for governor. The occasion faces headwinds in Republican-dominant North Dakota, the place Democrats have not received a statewide election since 2012.
